do not get caught speeding

work note

Speeding is treated as an urgent threat on a road where traffic can barely move. Cameras watch every lane and signs order drivers to slow down, even though the congestion has already enforced the limit more effectively than any warning could. The machinery of control remains fully alert after the problem has solved itself. No one is getting anywhere quickly, but the system is still determined to make sure they do it safely.
